En México el estado de derecho está diseñado para reprimir al pueblo y garantizar los privilegios de unos cuantos oligarcas, está claro que a la menor exigencia de éstos respuesta solícita del gobierno, les dan atención inmediata de forma satisfactoria. En las recientes "protestas" empresariales la oligarquía exige que se respete su voluntad expresada en sus intereses y privilegios de clase.

Por un lado exigen la represión por todos los medios y formas del Estado contra el movimiento popular-magisterial que protesta y defiende sus derechos, demandan "que se aplique la ley" y que se "haga respetar el estado de derecho" sin miramiento alguno, exigencia que en los hechos no es otra cosa más que fortalecer el imperio del terror de Estado; mientras por otro lado, reclaman en forma de "protesta" garantías para el capital por encima de cualquier condición o circunstancia socioeconómica. Pase lo que pase para estos oligarcas la cuota de plusvalía debe cubrirse, ya sea por la explotación directa o exigiendo indemnización al Estado bajo el ardid de las pérdidas millonarias a causa de las protestas.

Primero fue el ultimátum del gobierno federal, hoy es el de la oligarquía que desde su concepción fascista sólo los empresarios tienen el monopolio del derecho a la protesta, para ellos desde el gobierno antipopular está garantizado el derecho de expresar sus intereses por los medios que les sean necesarios, mientras para el pueblo al menor acto de protesta se le contesta con autoritarismo y represión.

Desde la dictadura de opinión se manipula la realidad, en su papel de inquisidores y ministerios de la comunicación, a los inconformes y a los que protestan contra las leyes autoritarias que impone la oligarquía se les criminaliza y se les presenta como delincuentes, infractores de la ley, que ponen en riesgo la "estabilidad económica" y vulneran el "estado de derecho"; pero a los empresarios responsables directos de la explotación económica del pueblo se les exalta como "hombres productivos", "empleadores", "emprendedores", a los que el pueblo debe agradecer y rendir sumisión. A estos empresarios se les da voz y rostro en cada una de sus peticiones, intentando con ello legitimar las exigencias burguesas sin que nada se les cuestione.

No cesan sus llamados a que se ejerza la represión, que se dé un baño de sangre más, insisten en la lógica de criminalizar la protesta y dar "solución" con la violencia y terrorismo de Estado a las demandas del pueblo, por esa actitud criminal tienen que asumir su responsabilidad ante el pueblo y ante la historia.

Los que "protestan" en nombre de la "iniciativa privada" para exigir que el descontento popular contra la reforma educativa se detenga, en realidad son trabajadores forzados por hambre o temor ante las amenazas de ser despedidos, la lógica es la misma: enfrentar pueblo trabajador contra pueblo trabajador.

El argumento de las multimillonarias pérdidas económicas por las protestas de la lucha popular-magisterial, pone en evidencia el grado de explotación asalariada y la precariedad de los trabajadores; sus "pérdidas" representan el grado de la cuota de plusvalía que obtienen en el proceso de explotación asalariada. Si en horas "pierden" millonarias cifras, en meses y años ¿A cuánto ascienden sus ganancias señores empresarios?

En esa lógica explotadora el empresario nunca tiene pérdidas, mientras que el obrero siempre pierde, por años han estado amasando millonarias cuotas de riqueza, y hoy cínicamente ellos mismos nos dan las cifras, ante las cuales la junta administrativa responde complacientemente para seguir garantizando la cuota de plusvalía indemnizando sus "pérdidas".

Desde el gobierno federal se sostiene contra viento y marea la reforma educativa en nombre de la ley, se impone la privatización de la educación pública con argumentos y acciones leguleyas, se prolonga intencionalmente el conflicto magisterial-popular en busca del desgaste para justificar la represión generalizada, demostrando con ello que un gobierno que no escucha y soluciona favorablemente las demandas populares, se revela como antipopular, alejado totalmente de quien dice representar. Para el pueblo queda claro que para el político de oficio la "soberanía" del Estado descansa en la voluntad oligarca, para ellos la voluntad popular no existe.

Toda ley que atente contra el pueblo no sólo puede ser modificada, por exigencia popular debe y puede ser abrogada. La voluntad del pueblo no está sujeta a condiciones oligarcas, ni de politicastros, es la expresión legítima de los intereses de los explotados y oprimidos.

Para la junta administrativa dialogar es sinónimo de autoritarismo e imposición empresarial, informar en una "mesa de trabajo" la voluntad oligárquica garantizada con el manto de la ley antipopular, teniendo como interlocutor a sujetos sumisos que acepten incondicionalmente y sin chistar sus dictados, los cuales sólo deben ser respetados y acatados por los "dialogantes".

Frente a este grado de autoritarismo, en las protestas populares-magisteriales la enseñanza para todos es muy clara: del tamaño de la imposición, agresión y represión, ha sido y será la respuesta popular; si desde el gobierno se niegan derechos, el pueblo debe hacerlos valer por la vía de los hechos, es un acto fundado en el derecho a la protesta, de legitimidad popular.

Ante la acción represiva y las amenazas oligárquicas es válida y legítima toda forma de defensa y acción político popular, nuevas formas de combate popular se están forjando. No hay fuerza represiva que supere la voluntad popular de combatir, los represores son también vulnerables a la acción organizada y decidida del pueblo.

La reforma educativa de carácter burgués no sólo afecta los derechos de los trabajadores de la educación, en esencia niega y afecta gravemente los derechos del pueblo, por tal razón debe ser abrogada, demanda en la que nadie puede quedarse al margen de la solidaridad, la protesta popular y la acción revolucionaria.

Iztapalapa, nido de guerrilleros: Cisen

A“sangre y fuego”, entre decenas de oficios sin respuesta, incapacidad de autoridades, terror y violencia empoderados en sus calles, barrios, colonias y unidades habitacionales, Iztapalapa vive la impotencia de las demandas y denuncias vecinales contra su virtual “colombianización” o “guerrerización”, a merced de pandillas de asaltantes, delincuencia organizada y hasta “células de grupos urbanos radicales”, presuntamente vinculados a vestigios de la guerrilla en México.

Más de 27 mil 130 delitos perpetrados en los últimos once meses, a un promedio 75.9 diarios, oficios delegacionales en poder de El Sol de México, de informes de las mesas de trabajo vecinales, reportes oficiales sobre la incidencia delictiva e información del Centro de Investigación y Seguridad Nacional (Cisen), exponen el clima impune de asesinatos, secuestros, asaltos, robos, violaciones y tráfico de drogas, que asola a la delegación política más grande de la Ciudad de México.

Prácticamente se reporta como “zonas sin ley”, a colonias como la Guelatao, Álvaro Obregón, Eje Oriente, Palmitas, Lomas de Santa Cruz, Ejército de Agua Prieta, Año de Juárez, Francisco Villa, Tenorios, Parajes San Juan, Santa Martha, El Arco, El Polvorillo, La Madriguera, El Paraíso, Sinatel, Justo Sierra, El Retoño y El Triunfo, además del Cerro de las Tres Cruces y Sierra Santa Catarina, donde “los secuestradores han instalado casas de seguridad y donde las policías no llegan, ya que esos terrenos son defendidos a sangre y fuego, por sus habitantes”.

En una superficie superior a los 105.8 kilómetros cuadrados, ubicada al oriente de la capital y con casi dos millones de habitantes, colindando con el Estado de México y las delegaciones Xochimilco, Tláhuac, Coyoacán, Benito Juárez, Iztacalco, este suburbio jurisdiccional del oriente de la Ciudad de México, se niega a fenecer bajo los estigmas de la guerra y violencia que le han caracterizado desde mil 321, en su lucha contra la esclavitud de las conquistas tepanecas.

Rica en tradiciones, mitos y leyendas, Iztapalapa es señalada hoy por su espiral creciente de violencia. “Estamos invadidos por la delincuencia y nuestras autoridades están inmovilizadas, por el miedo”, claman los dirigentes vecinales de sus diferentes pueblos, barrios, colonias y unidades habitacionales, que semana a semana, mes con mes, se reúnen en mesas de trabajo, para ventilar el clima de terror que viven por la inseguridad galopante.

Por meses y hasta años, han redactado decenas de oficios dirigidas a sus gobernantes en turno, como hoy lo son la jefa delegacional, Dione Anguiano; el secretario de Seguridad Pública, Hiram Almeida Estrada, o el jefe de Gobierno, Miguel Ángel Mancera “todos ellos perredistas-, sin recibir respuestas y, en algunos casos, impotentes, frustrados, ante la abierta negativa de sus autoridades, para atender sus demandas de apoyo, auxilio, o su derecho a vivir en armonía y con seguridad.

Los iztapalapenses coinciden con los reportes del CISEN, en donde se reconoce que de los ocho grupos guerrilleros detectados en el país, seis tienen presencia en la Ciudad de México, y entre estos, “algunos vestigios de la extinta Liga 23 de Septiembre” que habrían infiltrado al grupo urbano de “Los Panchos Villa”, dicen residentes de la demarcación, aunque el presidente de Comisión de Seguridad de la Asamblea Legislativa, José Gonzalo Espina, lo niega y asegura que no existe información oficial al respecto.

Guerrilla y “leyendas urbanas”, en el Oriente de la Ciudad

Para los habitantes de Iztapalapa, “las únicas células guerrilleras que hay en la Ciudad de México, están en su polígono. “Nos estamos “colombianizando” o “guerrerizando’, con una mezcla de guerrilla y delincuencia organizada o narcotráfico al menudeo”, sostienen.

Rubén y Angelina, con más de 30 años de residencia en las colonias Santa María Aztahuacán y Ejército de Oriente, aseguran que este problema inició con el grupo urbano radical de “Los Panchos Villa”, en las décadas de los ochentas y de los noventas, y los Gobiernos de Manuel Camacho Solís y Marcelo Ebrard en la Ciudad de México.

Comentan que el grupo urbano se dividió en tres facciones: el primero, encabezado por un integrante llamado Eli Homero Aguilar, hombre que estableció un puente de contacto entre los movimientos urbanos de la capital y elementos vinculados a la guerrilla centro y sudamericana.

“Estos movimientos -continúan-, sentaron sus reales en la zona oriente de la capital, donde existe un lugar llamado Fuerte Loreto, por la colonia Guelatao, y se estableció una central de carga, tomada desde hace 25 años y convertida en un emporio, para abastecer gasolina en forma clandestina a diferentes rutas de peseras concurrentes”.

Los iztapalapenses aseguran que dicha área también la utilizaban para el intercambio de diversas mercancías ilícitas, y como zona de albergue u hospedaje de instructores de dichos grupos subversivos, “estableciéndose además los cobros por derecho de piso y los secuestros, principalmente en un predio de la Sierra de Santa Catarina, tomado por narcos y donde nadie entra”.

“Son vestigios, -remarcan- de la “Liga 23 de Septiembre”, encabezados por un tal Rafael Sarmiento, y estas células, a su vez, se coaligaron con otro movimiento popular, cuyo dirigente incluso, fue encarcelado en su momento. Aquí se les conoce como grupos de choque no como guerrilla, están armados e Iztapalapa ya está lleno”.
Reconoce Cisen presencia de grupos armados en la ciudad; ALDF, la niega

En uno de sus reportes, el Cisen reconoce la existencia de los grupos armados Ejército Zapatista de Liberación Nacional (EZLN), al Comando Jaramillista Morelense (CJM), la Coordinadora Guerrillera Nacional José María Morelos (CGN), Tendencia Democrática Revolucionaria (TDR), Fuerzas Armadas Revolucionarias del Pueblo (FARP), el Comité Clandestino Revolucionario del Pueblo (CCRP), el Ejército Revolucionario del Pueblo Insurgente (ERPI) y el Ejército Popular Revolucionario (EPR).

El Centro de Investigación y Seguridad Nacional, es un órgano de inteligencia civil al servicio del Estado, cuyo propósito es generar inteligencia estratégica, táctica y operativa, para alertar y proponer medidas de prevención, disuasión, contención de riesgos y amenazas que pretendan vulnerar el territorio, la soberanía y el orden constitucional, aunque desde la irrupción del EZLN en 1994, su eficiencia operativa ha estado en duda.

Y en unos de sus documentos desclasificados, el Cisen resalta el surgimiento de algunas ramificaciones de estas expresiones paramilitares, y a seis de éstas -EPR, EZLN, ERPI, FARP, TDR y CJM-, se les ubica como con presencia en la Ciudad de México.

Con algunas partes testadas, otro de los expedientes hace referencia “a grupos armados en el Distrito Federal”. En éste, el Cisen admite la existencia de “escisiones” de la guerrilla en el centro del país, con lo que algunos analistas estiman que el organismo dependiente de la Secretaría de Gobernación “supera la idea que éstas (fuerzas) no existen”.

Sin embargo, entrevistado por este diario al respecto, el presidente de la Comisión de Seguridad de la ALDF, José Gonzalo Espina, admite que la comisión legislativa local no ha realizado ninguna labor de campo a Iztapalapa, pero rechaza la posible presencia de grupos armados en la demarcación y pide “ser muy responsables en el suministro de la información”.

“Yo -dijo-, sería el primero en denunciar este problema, si lo tuviéramos palpable. Yo mismo he hablado con el Procurador capitalino, con el Secretario, y no hay delincuencia organizada o este tipo de grupos delictivos, puesto que no hay carteles que operen como operan en otros Estados”.

El legislador panista subraya que “por supuesto hay delincuencia, pero en realidad hoy por hoy, no hay algo formalmente que nos haga decir que existen estos grupos operando en la Ciudad de México”.
Inercial crecimiento criminal en calles de la demarcación

Desde 2015, Iztapalapa, Gustavo A. Madero y Cuauhtémoc, en ese orden, han sido las delegaciones donde se ha registrado el mayor número de homicidios dolosos, y donde se iniciaron más de 50 por ciento de las averiguaciones por asesinatos.

En el documento “Datos de incidencia delictiva del fuero común municipal 2011-2015” del Secretariado Ejecutivo del Sistema Nacional de Seguridad Pública (SESNSP) se establece que en los primeros diez meses de 2014 se iniciaron en esa jurisdicción 127 averiguaciones previas por el delito de homicidio doloso.

Sin embargo, en el mismo periodo de 2015, la cifra de investigaciones por muertes intencionales sumó 145. En el caso de la GAM, durante el periodo referido de 2014 se iniciaron 102 averiguaciones previas por homicidio intencional, que para 2015 aumentaron a 133.

No sorprende que con base en los últimos informes de la Procuraduría capitalina y el SESNSP, se reporte que durante el periodo de julio de 2015 a junio de 2016, en Iztapalapa se hayan registrado 27 mil 130 delitos, a un promedio de 75.9 ilícitos diarios y cerrar con dos mil 278 ilícitos el mes de junio del presente año.

De acuerdo a dichos informes, en el primer semestre de 2016, este polígono delegacional sufrió 13 mil 500 delitos, con un 20 por ciento de ilícitos de alto impacto, lo que lo mantiene como una de las demarcaciones con más violaciones a la ley.

Con esta tendencia al alza, 2016 ya es el año más violento del sexenio del jefe de Gobierno, Miguel Ángel Mancera, ya que en el primer semestre se registraron 477 asesinatos, es decir, un aumento del 8 por ciento, respecto el mismo periodo de 2015, con un crimen cada nueve horas.
Nula respuesta de autoridades a demandas en juntas vecinales

De acuerdo a las relatorías de hechos de las mesas de trabajo vecinales sobre seguridad pública en la delegación, se ha solicitado el retiro de vehículos chatarra en la calle Primera Cerrada de Margaritas y Callejón de Margaritas de la colonia Palmitas, por la obstrucción del drenaje e insalubridad que provoca, pero la delegación Iztapalapa no ha dado respuesta.

En la secundaria “Federico Froebel” Número 98, por la Unidad Habitacional Santa Cruz Meyehualco y en la colonia Lomas de Santa Cruz, predomina un clima de robos y asaltos ante la escasez de vigilancia y patrullajes. “Se ha solicitado a la delegación visitas de verificación a diversos negocios en donde se venden bebidas alcohólicas, sin obtener respuesta alguna”.

Durante una mesa de trabajo de la junta vecinal de la Unidad Habitacional las Rosas, ubicada en Avenida Fuerte de Loreto, colonia Ejército de Agua Prieta, se planteó la extrema inseguridad al interior y al exterior del inmueble, por la falta de patrullajes tanto de la delegación como por parte de la SSP.

En la secundaria Manuel Acuña Número 306, también de la colonia Palmitas, se han reportado múltiples robos y se han solicitado cámaras al interior del plantel y la colocación de un botón de emergencia.

Con fecha 25 de febrero de 2015, se envió oficio al secretario de Seguridad Pública central, Hiram Almeida Estrada, solicitándole mayor seguridad y cámaras en la colonia, para frenar la ola de robos con arma de fuego y armas punzo cortantes.

“En múltiples ocasiones y a diferentes autoridades se les ha hecho entrega de un disco en donde se aprecian los rostros de los asaltantes, pero a la fecha no se ha dado respuesta alguna por parte de autoridad delegacional ni de la SSP”, se indica en la minuta. (Continúa)
